The best contractor is not simply the lowest bidder. A dependable appointment connects a complete scope with verified capability, a credible programme and clear ownership of safety, quality, interfaces and close-out.

Define the package before approaching the market

Issue drawings, specifications, bills of quantities, programme milestones and site information as one controlled package. State exclusions, temporary works, access limitations, working hours, permits, client-supplied items and the required handover standard. When bidders price different assumptions, the comparison becomes unreliable before evaluation begins.

Test relevant delivery capability

Review projects of comparable size, complexity and environment. Confirm the proposed project manager, engineers, supervisors and specialist subcontractors—not only the company profile. Ask how the contractor will resource mobilisation, procurement, MEP interfaces, quality inspection, testing and commissioning.

Review programme and construction method

A credible proposal should show sequencing, critical activities, long-lead materials, approval dates and dependencies on other parties. The method statement should reflect actual site constraints. Challenge programmes that compress approvals, procurement or mobilisation without explaining how the time will be protected.

Evaluate HSE and quality controls

Assess the contractor's HSE plan, competence arrangements, reporting, inspection and test plans, material approval process, non-conformance control and close-out records. Evidence from comparable work is more useful than generic policy documents.

Decision principle: compare contractors on a normalised scope, then evaluate the cost and schedule risk of every exclusion, assumption and unresolved interface.

Normalise commercial terms

Compare preliminaries, provisional sums, exclusions, payment milestones, retention, warranties, bonds, variations and delay provisions. Confirm whether quantities are fixed or remeasurable and identify which rates will govern change. A lower tender can carry a higher final cost when interfaces and provisional items are unclear.

Establish controls before award

Agree the reporting calendar, submittal register, procurement schedule, progress measurement, change process and escalation path before mobilisation. Clear governance helps both parties make faster decisions after work begins.
